Parental Leave


The following provides a summary of parental leave benefits. For further information, please consult Article 20 of the Collective Agreement. Article 20 of the Collective Agreement includes a wide range of parental leave benefits for mothers, fathers and adoptive parents. In order to benefit from the provisions of Article 20, an instructor must have applied for and obtained one or more contracts in accordance with Article 14 or 29 of the present agreement for each of the sessions covered by the leave.

Maternity Leave

As per clause 20.05, Continuing Education Part-time Instructors are entitled to 18 consecutive weeks of maternity leave. Benefits provided by the employer vary according to seniority and eligibility for the Quebec Parental Insurance Plan or Employment Insurance.

As per clause 20.23, those who are eligible for the Quebec Parental Insurance Plan benefits and who have accumulated 720 hours of service in the English department or 30 seniority points in the other departments are entitled to receive a supplementary allowance equal to the difference between 93% of her weekly salary and her QPIP benefits for each week that she receives QPIP benefits. As per clause 20.23 b), those who are eligible for QPIP and have accumulated less than the seniority thresholds mentioned above are entitled to receive a supplementary allowance equal to the difference between 66% of her weekly salary and her QPIP benefits, during the first eight weeks of her leave.

As per clause 20.24, those who are not eligible for the Quebec Parental Insurance Plan benefits but who are eligible for benefits from Employment Insurance and who have accumulated 720 hours of service in the English department or 30 seniority points in the other departments are entitled to receive a supplementary allowance equal to the difference between 93% of her weekly salary and her EI benefits for each week that she receives EI benefits. As per clause 20.24 b), those who are eligible for EI and have accumulated less than the seniority thresholds mentioned above are entitled to receive an supplementary allowance equal to 66% of the difference between her weekly salary and her EI benefits during the first eight weeks of her maternity leave.

Those mothers who are not eligible for the Quebec Parental Insurance Plan or Employment Insurance are also eligible for maternity leave benefits. Please check clause 20.25 of the Collective Agreement for details.

Paternity Leave

As per clause 20.13, a part-time instructor whose partner gives birth is entitled to a paid leave of 5 days.

The instructor who has accumulated seven hundred and twenty (720) hours of service in the English Department or thirty (30) seniority points in the other departments and who, following a request for QPIP benefits, receives such benefits, shall be entitled to receive a supplementary allowance equal to the difference between ninety-three percent (93%) of his weekly salary and the benefits received from QPIP, for a maximum period of five (5) consecutive weeks, during his paternity leave.
The instructor who has accumulated less than seven hundred and twenty (720) hours of service in the English Department or less than thirty (30) seniority points in the other departments and who, following a request for QPIP benefits, receives such benefits, shall be entitled to a supplementary allowance equal to the difference between sixty-six percent (66%) of his weekly salary and the benefits received from QPIP, for a maximum period of two (2) consecutive weeks, during his paternity leave.

Parental Leave (extending maternity and paternity leave)

As per clause 20.18, a part-time instructor who meets the seniority thresholds mentioned in clause 20.23 a), and who is eligible for QPIP benefits, is entitled to receive a supplementary allowance equal to the difference between 86% of her or his weekly salary and her or his QPIP benefits for an additional 17 weeks.
As per clause 20.23 b) an instructor who has less than 720 hours in the English department or less than 30 points in the other departments and who is eligible for QPIP benefits, is entitled to receive a supplementary allowance equal to the difference between sixty-six percent (66%) of her or his weekly salary and the benefits received from QPIP, for a maximum period of 8 consecutive weeks, in addition to her maternity leave.

Instructors who are not covered by QPIP are also entitled to parental leave. Please consult clause 20.24 and clause 20.25 of the present Collective Agreement for details.

Adoption Leave

As per Article 20, Continuing Education Part-time Instructors are entitled to 20 consecutive weeks of adoption leave. Benefits provided by the employer vary according to seniority and eligibility for the Quebec Parental Insurance Plan or Employment Insurance.

As per clause 20.23, adoptive parents who are eligible for the Quebec Parental Insurance Plan benefits and have accumulated 720 hours of service in the English department or 30 seniority points in the other departments are entitled to receive a supplementary allowance equal to the difference between 93% of their weekly salary and their QPIP benefits for each week that she or he receives QPIP benefits. As per clause 20.23 b), adoptive parents who are eligible for QPIP and have accumulated less than the seniority thresholds mentioned above are entitled to receive a supplementary allowance equal to the difference between 66% of their weekly salary and their QPIP benefits for eight consecutive weeks.

Instructors not covered by QPIP also may receive adoption leave. Please consult clause 20.24 and clause 20.25 of the collective agreement for details.

Special Cases (illness, premature delivery, preventive leave, etc.)

The Collective Agreement includes provisions for a variety of special cases, such as premature or late delivery, complications during the pregnancy, or illness on the part of the mother or the baby. See clauses 20.08 to 20.12 for details.

Unpaid Leave of Absence as an Extension to Parental Leave

As per Article 20.18, an instructor may opt for an unpaid extension to maternity, paternity or adoption leave. This leave can extend for up to two years from the beginning of the paid leave.
